Southern California Transit Forum: transit screwed, plus videos, photos, & Twitter transcript

Yesterday was a whirlwind of activity at the Southern California Transit Forum, a huge conference with over 350 attendees, including politicians, transit managers, coach operators, union representatives, lobbyists, and transit advocates. I'm still trying to digest it, but if I could describe my impressions in a few words:
- Transit staff get it. They know what needs to be done to address the massive bus cuts. The CEOs of Metro and OCTA know what's politically practical and feasible.
- Politicians don't get it — and if they do get the transit funding crisis, it's not a hot topic on their radar. They continually made references to how great foreigners think Orange County's freeways are, made up lots of inside jokes, and talked about shiny projects like California High Speed Rail while photos of happy, smiling patrons on the bus and train flashed in the background.
- There are few practical solutions left. OCTA and Metro are preparing rounds of massive cuts. Most politicians and staff are resigned to let the cuts happen because California state cuts are likely to happen. Instead, they're looking to do a statewide initiative to protect local funds, and more county-wide initiatives.

- The Orange County Register's Alejandra Molina explains in "Transit advocates discuss financial crisis": "The governor's budget proposal includes $4.5 billion in fund shifts, including a plan to eliminate the state sales tax on gasoline and replace it with an increase in the excise tax on gas. Proposition 42, approved by voters in 2002, limits sales tax revenue on gasoline to transportation projects. The plan makes an end-run around that earmark, funneling money away from transportation toward other state needs. 'If state transit funding isn't secure, our passengers face the very real probability of having nearly 30 percent less bus service by the end of the year,' Kempton said. OCTA employees are currently facing a round of layoffs to correspond with a reduction of 150,000 annual service hours — 8 percent of the county's bus service — that will take effect in March."
- Molina also writes: "Kempton called OCTA buses a lifeline service for a significant portion of Orange County's population. 'More than 57 million times last year someone in Orange County boarded an OCTA bus,' Kempton added. ...Half of OCTA's bus ridership use the bus to get to work and 70 percent have no access to an automobile. The average family income of an Orange County bus passenger is $31,800."
- Orange Juice Blog injects some opinions against the California High Speed Rail project in their post "Somber update Southern CA Transit Forum," so it's hard for me to separate what parts are from the actual forum versus the author's opinion. It's worth a read since there are some choice quotes. Overall, the author states that advocates feel there is no takeaway solution.
One unique part of the conference: live social media. On stage, a continuous Twitter feed showed the latest updates (140-character "tweets") from the Internet, complete with video questions and photo presentations. One of the Transit Advocates' members, Roy Shahbazian, was invited to speak on the stakeholders' panel, along with OCTA CEO Will Kempton, transit users, and other transit experts. I helped put together a slideshow that ran in the background during the talk that showed a more realistic portrayal of the bus cuts, the cramped conditions riders face, and the poorer quality of service:
